Law 11/2023: Mandatory Accessibility in ATMs

Since June 28, 2025, all new ATMs installed in Spain must comply with the accessibility requirements established by Law 11/2023, which incorporates European Directive 2019/882. This regulation aims to remove barriers and ensure equal access to financial services, particularly for older people, persons with disabilities, and those with technological difficulties.

The law requires that new machines have accessible, intuitive, and multisensory interfaces: larger text on screens, high contrast, adjustable brightness, embossed buttons, and audio guidance systems via headphones. They must also be installed at accessible heights and in adapted locations to facilitate use by wheelchair users or people with reduced mobility.

Existing ATMs have until 2030 to adapt, except those over 10 years old, which must be replaced sooner. Penalties for non-compliance range from €30,000 to €1 million, depending on the severity. It is estimated that more than 4.3 million people in Spain could directly benefit from this adaptation, which is part of the European regulatory framework to ensure accessibility in products and services.
